Restored: As of 12:44 EST, no additional timeouts were observed. The issuing bank (RBC) stated that the timeouts resulted from a problem with their downstream. The issuing Bank has implemented a change to mitigate the outage and is still working on other solutions to permanently resolve the issue. This issue is external to GP.
